In the Political Constitution of Colombia 1991 it is defined the social security like a permanent public service and a collective right, consecrating their direction principles, the private administration and the decentralization by levels of attention, with the community’s participation.

This new conception of the Social security as a collective right and essential public service that it can be lent by the State and the particulars, according to the universality, solidarity and efficiency principles, served as base so that it was promoted, through the Law 100 1993, the administrative administration and financial restructuring, of the existent Social security Régime in the Country.

For it the National Army cannot be unaware to this reality and had adopted a Preservation outline that could guarantee and improve the conditions of the military profession in the Force, framing it inside the Strategic Plan as a politics.

Es imprescindible entonces la creación de una Dirección que se encargue de aplicar dentro de la Fuerza unas estrategias de preservación para la protección de los integrantes de la institución ya que se evidencia la ocurrencia de índices de accidentalidad en desarrollo de actividades dentro y fuera del servicio y de ausentismo del personal al servicio de la Fuerza.

It was then indispensable the creation of a Direction that could be in charge of applying inside the Force preservation strategies for the protection of the institution members sine it was evidenced the occurrence of accident indexes in development of activities inside and outside the duty and of personnel absenteeism to the Force service.
