The fourth congress, headed into its second phase and geared towards 650 Sergeants, ended leaving the best results to students attending the conference.
To highlight the importance of fulfilling the mission for Human Rights ruled in the Force, the Deputy Commander and Chief of Army Staff General Ricardo Vargas Briceño, addressed the audience stressing that "human rights are not an obstacle to military operations, by contrast they have always been the policy of the institution, addressing their roles and missions in full compliance.
For two weeks they covered topics of Human Rights Policy in the Army, Human Rights Policy in the Ministry of Defense, Colombia before the Inter-American Human Rights Protection and the security forces, criminal investigations of members of the Military Forces of Colombia international situation in Human Rights and IHL, the disciplinary power of the state and protection of human rights, protection of children and adolescents, defending the state against the inter-American communities, protected species and international justice were all addressed during the three-day conference.
Among the exhibitors were Pedro Pablo Parodi, Deputy IIHR in Colombia, Guillermo Mendoza Diago, Attorney Generals Office, Jesús Peña Palacios, Representative Office of the High Commissioner for Human Rights United Nations; Cajiao Alfonso Cabrera, Attorney General Counsel the Nation, Eduardo Gallardo Villar, UNICEF Humanitarian Action Officer, Fernando Trebilcock expert in international justice.
