This person was identified as Roberth Daniver Peñafiel Quigua, a 35-year-old man who was arrested by troops assigned to the Twenty-ninth Brigade. He might have been a member of this organization for 10 years, specifically in charge of extortion in the north area of the department.
An arrest warrant was issued against him for the crime of rebellion, which was issued on August 30, 2017. In consequence, he was placed at the disposal of the Sixth Criminal Court of the Popayán circuit to continue with the respective prosecution process.
