As part of its tenth anniversary celebrations, the Army Future Transformation Command ( COTEF in Spanish) reaffirms its commitment to a more modern, interoperable force that is prepared to respond to present and future challenges through sustained institutional transformation and change management processes.
Over the past 10 years, COTEF has helped guide and energize the evolution of the National Army toward a model that strengthens its operational effectiveness, continuous process improvement, capacity building, and responsible adoption of innovation, with a clear purpose: to better serve Colombia, protect the population, and take care of the human talent that makes up the institution.
In a changing environment, marked by new security dynamics, technological advances, and higher citizen expectations, transformation is consolidating itself as a strategic necessity to anticipate, learn, and adapt. Modernization involves raising training and leadership standards, optimizing the use of resources, and promoting an organizational culture focused on service, ethics, and results. Change management, in this sense, allows for sustainable progress by aligning the organization with a shared vision, reducing resistance, and turning goals into institutional habits.
This transformation has a direct impact on Colombia and the civilian population, as a more modern institution improves its capacity to respond to risks and threats, strengthens inter-institutional coordination, and drives innovation to operate with greater precision and effectiveness. At the same time, it promotes practices that consolidate trust and closeness with citizens by orienting institutional work toward rigorous fulfillment of the constitutional mission and service to the country.
Likewise, transformation is a commitment to our internal population: officers, noncommissioned officers, soldiers, and civilian personnel. Modernization also means strengthening well-being, professional development, leadership, and lifelong learning, caring for those who make the mission possible and ensuring that change translates into real capabilities and better conditions for institutional performance.
As part of this commemoration, the Army Future Transformation Command (COTEF) highlights two editorial and strategic milestones that strengthen the dissemination and appropriation of the institutional transformation process, including the launch of the tenth edition of the Military Transformation Magazine and the socialization and dissemination of the Strategic Plan for the Transformation of the Army of the Future 2042 (PETEF 2042), the latter serving as a guiding principle that charts the institution's course toward the future. Within this framework, COTEF will continue to promote initiatives that strengthen capabilities, coordinate efforts, and consolidate ongoing modernization, with the conviction that transformation means moving forward with vision, discipline, and commitment to Colombia.
On the occasion of this anniversary, we reaffirm our commitment to sustainable and permanent transformation, based on people, innovation, and continuous improvement, in order to continue strengthening the fulfillment of the National Army's constitutional mission and contribute to Colombia's confidence and security.
