The National Army Command wishes to inform the public, in response to a news article dated May 9, 2026, published by a media outlet regarding alleged irregularities in the institution’s contracting processes related to renovation, maintenance, and construction projects, that:
1. The aforementioned procurement processes pertain to infrastructure projects aimed at improving the conditions for training and the quality of life of soldiers and cadets in different regions of the country. These processes strictly adhered to current public procurement regulations and sectoral and institutional policies that uphold the principles of transparency, planning, and the protection of public assets, as documented on the SECOP II platform and available for public review.
2. The facts mentioned in the publication were previously brought to the attention of the competent authorities by the military institution, such as the Office of the Comptroller General of Colombia, Office of the Inspector General of Colombia, and the Force’s internal control bodies. Similarly, the National Army, through the Specialized Administrative and Accounting Center of Engineers, submitted copies to the Military Criminal and Police Justice systems so that the corresponding investigations may proceed and the applicable responsibilities may be determined.
3. Concurrently with the reports filed with the oversight bodies and the aforementioned judicial authorities, the National Army initiated four internal disciplinary investigations to verify the individual responsibility of each official who participated in the contractual processes now under scrutiny.
4. Despite this, and in order to fulfill the contractual objectives established for the construction, renovation, and maintenance of classrooms, barracks, and facilities, the Specialized Engineering Center activated the control mechanisms provided for by law, which does not constitute an irregularity; on the contrary, it is evidence of the proper and lawful exercise of the supervisory function by the military institution itself.
As a result of the above, significant progress has been made in the execution of some of the projects, as maintenance and construction work is currently 70% complete, while the refurbishment of facilities at various military units nationwide has reached 100% completion, with only the formalization of the handover documentation remaining pending.
5. It is important to note that one of the contracts is subject to an administrative sanctioning process under Article 86 of Law 1474 of 2011, which seeks to establish a breach of contract, given that the construction sites were not delivered within the established timeframe. This is in pursuit of the enforcement of guarantees and the possible collection of the applicable financial penalty clause, as provided by law.
6. The National Army reaffirms its unwavering commitment to compliance with the Constitution and the law, reiterating that it will continue to act firmly against any irregularity that may affect the public treasury, transparency, and public procurement, in order to counteract situations that tarnish the selfless work of Colombia’s soldiers and institutional legitimacy.
